Clean Gauge Cluster Plastic. This foaming cleaner leaves a shiny finish with no residue. Only remove the plastic bezel around the gauge faces and nothing else.
If you want to do it your self then i would start with wipes, but you may have to use a plastic polish in the end. Look on youtube for removal of the cluster for a 4th gen crv. The plastic will come away from the cluster.

And then when i saw the scratches i rubbed them a bit with the back of my fingers and my fingernails did the vertical.

It could have been that some ham fisted lot attendant decided to take a nice dirty cleaning rag and wipe the dust off your gauge cluster for you. For maintenance, i typically very gently wipe screens/clusters first with a deep pile microfiber to collect the dust/big stuff, then follow it with an interior detailer (i use the griot's one) sprayed onto a suede microfiber like you get with glasses or phone screen protectors. Then i basically followed the instructions on the bottle.
Get a cup of water, paper towels and some toothpaste. Apply a generous amount to a clean microfibre cloth. When cleaning the gauge cluster i use one or two light sprays glass cleaner on microfiber towel, and wipe in one direction then go back with a dry second to to remove any potential streaks etc, thought don't worry the light scratches/swirls cause you can polish it out, also try applying a sealant to the cluster
